Introduction

The Thurrock Masterplan was commissioned to provide a flexible whole-site redevelopment strategy and establish the feasibility for decanting and accommodating services from nearby Orsett Hospital, which was planned for closure.

The project brief comprised of two “streams” of work:

  1. The investigation into clinical requirements and rationalisation of services being decanted from Orsett Hospital.
  2. Optimisation and development of the existing site at Thurrock Community Hospital

The objectives of the masterplan option are to combine economic and environmental outcomes whilst delivering:

  • Flexibility to enable change and adaptation
  • Engagement and facilities for the local community
  • Optimal operational costs
  • Efficient clinical decant

Implementation and engagement

The project team worked closely with the Essex Partnership University Trust (EPUT), Thurrock Council and the Thurrock Clinical Commissioning Group (CCG) to determine the requirements for the services moving from Orsett to the Thurrock site.  These were identified as:

  • Minor Injuries
  • Renal
  • Haematology and Anti-coagulation
  • Hepatology
  • Medicine for the Elderly
  • Urology

Simultaneously, an options appraisal was carried out on the Thurrock site based on 1. Do minimum, 2. Adaptation and extension, 3. New build.

A variety of each were developed, with Options 1A and 2A chosen to be explored further with detailed costings.

The final preferred option identifies how a new Integrated Medical Centre (IMC) can be delivered on the site to accommodate the Orsett Hospital transferred services, together with necessary enabling projects required.  A GP Practice is also included in the masterplan, with a current patient list size of 10,000 and expected planned growth of up to 12-15,000 over the next 15 years.

Outcomes and success

The final masterplan delivers a blueprint for future development, providing long-term economic viability on the site through:

  • Reconfiguration to ensure future proofing and optimum use of the land available
  • A new Integrated Medical Centre to deliver services currently accommodated at Orsett Hospital
  • Potential locations to move other services on-site, such as Local Authority and other NHS community services (eg: Mental Health)
  • Consideration of planning matters for future programming
  • Opportunities for integrating with the local community
  • Supporting infrastructure requirements
