Introduction

The new Tessa Jowell Health Center provides an exemplary, innovative healthcare setting, offering state-of-the-art clinical accommodation within a flexible and therapeutic environment.

It responds directly to the NHS transformation agenda and acts as a fundamental catalyst for modernisation within Southwark’s healthcare delivery network. The scheme provides a range of integrated primary and community care services, including a state-of-the-art renal dialysis unit.

Strategic goals and objectives

The health centre was developed through the NHS Local Investment Finance Trust (LIFT) programme with a Public-Private special purpose company established to build, maintain and operate the building for 25 years. The project was delivered in a single phase under tight budget constraints.

The implementation of the scheme as a BIM Level 2 project from the outset laid the foundation for a collaborative approach. Construction commenced in May 2018 and the scheme was handed over on 15th April 2020, with a great effort from the delivery team due to the Covid-19 lockdown restrictions.

The design principles at the core of the project lend themselves to be implemented as exemplars for future models of care. Flexible and generic room provision form the core of the accommodation, which are adaptable to a variety of different working patterns.

Whilst each department has its dedicated access route, multiple access and exit points are provided so that alternative patient flows can be implemented if necessary. In 2021 the building proved its resilience and flexibility as it was successfully used as one of the many Covid Vaccination clinics across the country.

Implementation and engagement

Dulwich Picture Gallery, a renowned local art establishment, was commissioned to oversee the centre’s art programme, fostering a community-centred and holistic approach to healthcare. As a result of this partnership, a variety of art projects, featuring local artists and the community, were displayed both inside and outside the building. 

The completed building achieved BREEAM excellent.
